Slightly Mad Studios' Andy Tudor already confirmed a few days ago that the studio does not plan on holding back the Xbox Scorpio version of Project CARS 2 because of the comparatively weaker PS4 Pro, and that they will instead look into leveraging the Scorpio the best that they can. Apparently, the reason they can do so is because of their PC development spec, which allows them to detect different hardware configurations already, and scale their offering accordingly.

Update May 29, 2017: The developers have acknowledged and issued a beta patch for Vanquish that aims to fix a number of issues, some of which being those relating to the game being more difficult at a higher framerates.
For everything else regarding the Vanquish PC port, we've got covering all you need to know.
There’s a few different things getting fixed, but the game’s invincibility frames and health regeneration should work as intended at high framerates now. The patch hasn’t been tested by the QA team though, so there’s definitely a few risks in installing it. Today’s a holiday in the UK, so hopefully it should get tested and made fully public tomorrow or later this week.
